Peking, December 27, 1909. PLEASE see my telegram No. 198 of the 18th instant respecting the proposal for the internationalisation of the railways in Manchuria.

The United States chargé d'affaires explained to me to-day that in the proposal which he had submitted to the Chinese ou the 20th instant, he had not specifically mentioned the Chinchow--Aigun Railway. He was waiting for the effect of the more general proposal before putting forward suggestions regarding that particular project. He had as yet only laid before the Chinese Government the more comprehensive American proposal for the neutralization of the rail ways as laid down in the memorandum sent to the Powers by the United States Government.

The Wai-wu Pu had told him that they heartily approved of the proposed scheme. They had, however, alluded to the Chinchow-Aigon Railway as a point which demanded Mr. Fletcher was auxions to know whether I had yet received any instructions ou the subject.
